UK Local Authorities Intend to Dispose of Social Clubs and Sports Centres to Manage Finances

According to a new study of municipal councils, UK councils are preparing to sell community centers, athletic facilities, and shopping arcades as they bet on a rapid disposal of properties to balance the books.

Growing Financial Challenges Drive Asset Sales

A coalition of councils for major urban areas in England reported that six out of ten of local authorities are planning to sell assets to cover the escalating costs of adult and children’s social care.

Councils have in the past come under fire for selling public land and land to shore up their finances, but they argue they must proceed to generate essential revenue from property disposals or face insolvency.

The group noted that a high proportion of councils seeking to raise money from a fire sale of holdings represented “a clear change from 2024, when the largest share (60%) of municipal officials said they would focus on restructuring services and utilising savings to weather increasing financial challenges.”

Detailed Cases of Planned Sales

Medway Council in southeast England said its asset disposal plan featured the sale of a shopping centre in a local town and a community venue in Rochester to raise £20m over five years.

  • A local golf course and business parks held in Worcestershire and Suffolk, which all provide rental income for Medway council, will additionally be sold under the strategy.

Local Levy Increases and Broader Fiscal Pressures

This research of councils in the key cities group, which covers several urban centers, further found that more than 70% of councils will have to increase local levies next April to cover the rising cost of essential services, higher levels of homelessness, and a persistent accommodation deficit.

The authority explained it will proceed with property disposals after sharp increases in the cost of children services, support for vulnerable learners, adult social care, and short-term housing.

“We are adopting creative strategies but certain measures take time to deliver both improved services and financial savings,” said Vince Maple.

He added: “There are population challenges which will continue to add to the pressures we have. As a local government body, we had a 91% cut in our central funding from 2010-24, which is extremely difficult.”

National Trends and Projections

A survey of county councils recently further found council budgets being stretched by the growing number of young people and older individuals requiring Send support.

The County Councils Network projected that local shortfalls will reach £4.4bn a year by 2029, as they grapple to manage increased demand.

Government officials have delayed scheduled changes to the Send system until next year after a policy document setting out those changes was recently delayed.

Disadvantage and Financial Gaps

According to the most recent deprivation measures (the Index of Multiple Deprivation) for English councils, several key cities members were included in the most deprived in England.

  • “Participating urban centers like several major towns place in the most deprived 30 nationally under the 2025 deprivation indices,” noted the study.

“While only one key city is among the ten most deprived for disadvantaged communities nationally, urban areas are far more likely to be in the most deprived fifth of England. The data underscores the extent of difficulties confronting local leaders across key cities in the coming year,” the analysis added.

“Local government leaders have been explicit about the necessity for a equitable and lasting financial structure that accounts for and addresses the real levels of deprivation and demand,” stated Michael Mordey.

“Lacking this, councils will persist to face impossible choices around which essential services to fund, and which to reduce, to the detriment of their communities.”

A fifth of councils have reduced or weakened social care provision in the last year, the study revealed.
